The first thing the West always sends in an Emergency to help are reporters. They will mobilize the Public at home. The Public then will pressure the Politicians “to do something” to help these poor people.
The Politicians only really care what happened in some shitty place somewhere because their voters do. The Politicians then pledge to send some help now and loads of money later (which usually never arrives).
Then the Reporters will report back and show nice images about the help coming from the Country they are representing. This makes the Public at home feel good and generous about themselves for being such nice people.
